As fraud goes, there is no more better time to skim the funds than during the time of a crisis. The larger the crisis, the larger becomes the size of scoop they fraudsters employ. This has been known and proven time and again, almost everywhere. Obviously, it does not happen in the same way, it very much depends on the systems and countries and public emergency funding policies. Some of these systems and policies make this harder or easier. But it happen nonetheless, in some shape, form or manner. The temptation, the opportunities, the occasion if you will…these are too great an easy pick to be ignored. And they are not.
There are layers and levels of defrauding the public funds, and some of them are impervious to scrutiny, during the crisis. Basically, the closer a fraudster is to the “eye of the storm”, the more protected he becomes. Nobody wants to start a public scandal, not when your main concern as a public institution or company (part of the strategic state backbone) is to show you’re professionally dealing with the crisis. Of course frauds are noticed and sooner or later, those with eyes to see get the facts. But you know what? Mostly, these are not tackled as they should, they are merely slowed down or “quarantined” so the facts do not seep into the public knowledge. “There will be a time of reckoning, but now it’s not that time”, goes a saying, and I believe it to be the case in many instances when discovery of a fraud in public sector is followed, well, by a slap on the wrist.
How could this be? Well, nobody likes to kill the goose in charge of laying golden eggs. What you do is organize the laying of the said eggs, with care and dedication, so everyone has the blessed opportunity to have one such marvel. Isn’t life grand in times of crisis?
